What makes a funded reward different from an estimate?
A claimable reward is a liability backed by an asset. A projected purchase budget is a different stage of the process. Mixing the two makes a dashboard look better while making the accounting harder to understand.
The useful sequence is simple: receive fees, apply the policy, execute a purchase, confirm the actual asset received, and fund a period. Each stage should leave a record. A failed purchase stays a failed purchase; it does not become a fictional reward.
